It needs to meet the needs of large-scale teaching, conferences, and accommodation (planned construction of main buildings including teaching buildings, lecture halls, and student dormitories, with a total construction area of approximately 30,000 square meters), while also aligning with Pan'an County's urban positioning of "ecological development and green growth," achieving high standards in architectural appearance, environmental performance, and long-term operational efficiency.
From a regional perspective, Pan'an County has a subtropical monsoon climate, with hot and rainy summers and cold and damp winters. Located in a mountainous area, it experiences significant diurnal temperature variations, placing high demands on the building's insulation, heat preservation, and waterproofing performance. Furthermore, as a key government project for improving people's livelihoods, the project must strictly adhere to green building standards, balancing practicality, economy, and demonstrative value, providing a reference model for local public building construction.

In the short term, integrated construction and superior performance ensure the project is put into use on schedule, reducing initial construction and subsequent maintenance costs, and meeting the needs of the Party School's large-scale teaching and long-term operation.
